The Blockchain Association of Uganda (BAU) awarded the Financial Intelligence Authority (FIA) Uganda with the Excellence in Virtual Assets Research and Policy Framework Award, recognizing the FIA’s outstanding contributions to establishing a secure and forward-thinking regulatory environment for virtual assets in Uganda.

“I am deeply honored on behalf of the FIA to accept this year’s institutional appreciation award from the Blockchain Association of Uganda,” said Sherifah Tumusiime, Senior Systems Officer at FIA Uganda. “This recognition is a testament to our commitment to fostering a secure and transparent financial landscape in Uganda especially as we navigate the evolving landscape of digital assets and blockchain technology.”

In his absenteeism, reflecting on the award, Cyrus Barigye, Director of ICT Systems and Security, expressed gratitude and pride in the FIA team’s achievements. “This award is a testament to the dedication of our team at FIA, who have worked tirelessly to ensure that Uganda’s approach to virtual assets is secure, inclusive, and innovative,” he said in a press statement. “By developing a robust policy framework, we are not only fostering trust within the digital asset space but also positioning Uganda as a leader in the global financial ecosystem.”

FIA was awarded the prestigious award at the Kampala Blockchain Summit which was held at Endrio Coffee Academy in Nakasero on Friday last week. The summit gathered blockchain advocates to discuss the future of blockchain technology, positioning Uganda as a hub for digital innovation in East Africa.

The FIA has been proactive in addressing the challenges and opportunities presented by these emerging technologies. In a panel session “Regulatory Perspectives on Usage of Blockchain Technology,” Ms. Sherifah highlighted FIA’s challenges and opportunities that come with the growth of blockchain technology, emphasizing its potential to reshape Uganda’s financial landscape.

Sherifah spoke on blockchain’s transformative role in promoting financial inclusion for the most vulnerable in society, transparency, and efficiency across Uganda’s financial sector. She explained that blockchain’s decentralized structure can reduce transaction costs, making financial services more accessible to the unbanked and underbanked populations in Uganda.

“Blockchain is more than a technology; it’s a transformative tool for financial inclusion and transparency,” said Sherifah during the panel session. “As we explore its potential, we must also remain vigilant about its risks and ensure a balanced regulatory framework that fosters innovation while safeguarding our financial integrity.”

The authority is currently finalizing a comprehensive risk assessment focused on virtual assets. This critical initiative aims to identify and mitigate vulnerabilities within Uganda’s financial system, reinforcing resilience and stability. This effort is part of FIA’s broader commitment to ensure that the financial sector remains adaptable and secure in digital transformation.

The FIA has established a Virtual Asset Working Group to further strengthen its approach. This group is actively conducting a comprehensive virtual asset risk assessment to identify potential risks and eventually establish a regulatory framework that addresses emerging challenges in the virtual asset space. The working group is a cornerstone of FIA’s strategy, balancing the potential of blockchain technology with the need for robust security and regulatory compliance.

Sherifah called on Virtual Asset Service Providers (VASPs) to comply with regulatory standards, particularly by registering with the FIA. “I strongly urge all VASPs to register with the FIA. Compliance is essential to creating a secure and transparent digital asset space in Uganda.” She added, “Through collaboration and adherence to regulations, we can ensure that Ugandans participate safely in this emerging space.”

FIA has expressed deep gratitude to the Blockchain Association of Uganda, acknowledging the importance of this partnership. The authority remains committed to deepening this collaboration, ensuring Uganda leads in innovation within a secure and compliant framework.

Barigye noted that the FIA will continue its work, and its focus will remain on balancing innovation with security, ensuring that Uganda can benefit from blockchain’s potential without compromising on safety.

As Uganda continues to embrace blockchain technology, the FIA Uganda remains focused on refining its regulatory frameworks to support innovation while safeguarding against financial risks.

In a landmark recognition of Uganda’s digital transformation efforts, Dr. Aminah Zawedde, Permanent Secretary of the Ministry of ICT and National Guidance, has been awarded the prestigious International Computer Driving License (ICDL) Africa Recognition Award 2024 for her exceptional contributions to digital advancement in the region.

The ICDL Africa Award celebrates outstanding contributions to digital advancement across Africa.

The continental award, announced at the annual ICDL Africa Summit in Kigali, Rwanda, acknowledges Dr. Zawedde’s pioneering work in revolutionizing Uganda’s digital landscape and her career-long dedication to leveraging technology for social and economic transformation.

Throughout her distinguished career, Dr. Zawedde has consistently championed technology as a catalyst for change. “Technology isn’t just about digital tools—it’s about transforming lives and livelihoods,” she said. “From my early days in the tech sector to my current role, I’ve witnessed firsthand how digital solutions can create tangible social and economic impact for our citizens.”

A cornerstone of Dr. Zawedde’s vision has been the digital transformation of Uganda’s public sector. Under her leadership, the Ministry of ICT and National Guidance has launched an ambitious initiative to enhance digital competencies among government employees, recognizing that a digitally skilled civil service is essential for effective e-government implementation.

“For e-government to succeed, our public servants must be digitally fluent,” Dr. Zawedde explained. “When government employees embrace digital tools, we can deliver services more efficiently, reduce bureaucracy, and bring government closer to the people.”

The ministry’s comprehensive digital skilling program for civil servants has already shown promising results: increasing the adoption of digital platforms across government departments and significantly reducing operational costs through digital automation.

Under Dr. Zawedde’s guidance, Uganda has emerged as a regional leader in digital innovation, implementing a comprehensive Digital Transformation Roadmap that has become a blueprint for other African nations. Her approach has consistently emphasized technology’s role in addressing social challenges and creating economic opportunities.

“Dr. Zawedde’s commitment to digital transformation goes beyond infrastructure development,” said Peter Maina ICDL Africa’s Regional Director in a press statement. “She has consistently demonstrated that technology, when properly leveraged, can be a powerful tool for social inclusion and economic empowerment.”

Key achievements during her tenure include:

  • Establishment of partnerships with global technology organizations to provide internationally recognized digital skills certification.
  • Implementation of targeted programs to bridge the digital divide in rural communities
  • Launch of initiatives specifically designed to enhance women’s and youth participation in the digital economy.
  • Development of policy frameworks supporting digital innovation and technology-driven governance.
  • The creation of digital one-stop centers is bringing government services closer to citizens.

The impact of these initiatives has been substantial. Under Dr. Zawedde’s guidance, Uganda has seen a significant increase in digital literacy rates, with over 1,000 citizens receiving digital skills certification in the past year alone. The ministry’s focus on digital inclusion has also led to a marked increase in technology adoption in traditionally underserved areas.

Looking ahead, Dr. Zawedde’s Ministry has outlined ambitious plans to further accelerate Uganda’s digital transformation. These include:

  • Expansion of high-speed internet infrastructure to remote areas.
  • Integration of digital literacy programs into formal education curricula.
  • Development of innovation hubs across the country.
  • Advanced digital skills training for all government employees.
  • Implementation of an integrated e-government services platform.

“Our vision is of a Uganda where every citizen, regardless of their location or background, can access government services at their fingertips,” Dr. Zawedde stated. “This requires not just technology infrastructure, but also a digitally competent civil service and an enabling policy environment.”

HiPipo unveiled the nominees for the 2024 Digital Impact Awards Africa (DIAA) drawn from hundreds of entries submitted by potential nominees and the general public. The voting process will run until November 15 (the day of the winners’ announcement) and the overall winner in each category will be determined by a combined public jury vote. The awards will be held at Kampala Serena Hotel as part of the annual Digital and Financial Inclusion Summit.

The Digital Impact Awards Africa recognizes, celebrates, and appreciates different (stakeholders) individuals and organizations spearheading the use of digital mediums to better serve their communities. In addition, DIAA further celebrates digital excellence across Africa.

From its inception in 2014, DIAA was met with immense enthusiasm, with the majority of the market recognizing it as an initiative poised to elevate the industry to new heights. Despite this optimism, questions have been raised about its sustainability. Skeptics drew parallels with earlier initiatives that, like DIAA, began with considerable market excitement, only to fade away prematurely. Yet, DIAA has persevered, defying these predictions and cementing its role in leading the industry’s progress.

DIAA has not merely weathered the passage of time, but we have come to see it significantly transforming Africa’s trajectory in digital and financial inclusion. With each passing year, DIAA continues to make groundbreaking strides, redefining expectations and leading the charge toward a digitally inclusive future for all of Africa.

There are 12 categories in the 2024 DIAA —2 short compared to last year’s. The categories for this year’s awards include; Financial Inclusion Excellence, Digital Banking Excellence, Banking Innovation Excellence, Community/MFI Banking Innovation Excellence, Fintech Startup of the Year, Fintech of the Year, Financial Services Digital Excellence, Consumer Goods & Services Digital Excellence, Utilities & Government Services Digital Excellence, Technology Services Digital Excellence, CEO of the Year (DFS), and Digital Brand of the Year.

The list includes nominees from previous years such as banks; ABSA, Centenary, Equity, Stanbic, Standard Chartered, PostBank —and their innovations, Wendi, FlexiPay, telecoms; MTN and Airtel, and government institutions, NSSF, NWSC, UMEME, URA, and URSB, to mention but few.

HiPipo has included the Fintech Startup of the Year award, and five Fintech startups—Fido, Kawu, PayTota, PesaJet, and Zimba Technologies—have been nominated, each bringing a unique innovation to the table.

We were unable to reach any of the startup founders for a comment.

  • Fido: Regulated by the Uganda Microfinance Regulatory Authority, Fido offers digital individual and business loans of up to UGX1.4 million and UGX2.5 million respectively. Once your loans have been approved, the client can choose a 10-day or 30-day repayment period. Interest is charged daily —so the earlier you pay the less interest you pay.

“Fido is on a mission to empower individuals and entrepreneurs to take charge of their future by providing financial services that are inclusive, instant, and easily accessible through Fido’s innovative digital products,” Robert Muhumuza, Deputy CEO of Fido told HiPipo. “We offer both individual and business loans.”.

Muhumuza noted that for the time they have been in Uganda, they have served over 700,000 customers and disbursed money in billions.

  • Kawu: Kawu has built a finance and payment solution for students. They have developed a smart card that students use to receive money from their parents for upkeep.

“In most schools, students are not allowed to have mobile phones. So, when they are in school, the only way they can access money is through cash. So what we have done is we have taken away all that process of sending money to students through teachers who then give it to them in cash by designing a smart card that allows you as a parent to send money directly to your child,” explained Steven Kakooza, Co-founder and Director at Kawu. “The child receives on his/her Kawu smart card which they can use to make payments (for goods and services) or save.”

Parents send money (via mobile money) using the Kawu app directly to their child’s smart card. In addition, the parents can also use the app, to manage their child’s expenditures and also set withdrawal limits on the card.

  • PayTota: Launched in 2020, Paytota is an online payment gateway solution that allows individuals and businesses to make and accept payments from local and international buyers and sellers with payment facilitators such as Mobile Network Operators (MNOs) like MTN Mobile Money and Airtel Money, Banks, and Payment Cards Operators like Visa and Mastercard.

“We are a regulated payment gateway by the Bank of Uganda. We have a license as a payment operator for small funds and third-party systems that permits us to process payments for our partners,” Erasmus Okurut, the founder and CEO of PayTota told HiPipo in a podcast. “That is why over 400 businesses in Uganda and across the World trust us to manage their payments. We have had over 5000 transactions and processed over USD$400,000 (approx. UGX1.46 billion).”

  • PesaJet: Specializing in digital lending and microcredit, PesaJet is a financial technology solution targeting underserved communities that are unable to access loans from mainstream banking solutions. They focus on three main themes; (1) Education where they give school fees to school-going children, (2) Merchant stock for small and medium-scale businesses looking for stock, and (3) Smallholder farmers who receive agriculture loans.

PesaJet has onboarded over 50 schools, serving around 500 satisfied parents and students and 2,000 farmers, and established agreements with five wholesalers. Angella Kansemiire, Product Manager at PesaJet, told HiPipo in a podcast that their customers are eligible to apply for loans between UGX50,000 and UGX200,000, which grows depending on their repayment behavior and credit history.

  • Zimba Technologies: Builds core banking solutions and systems for financial institutions with a primary focus on SACCOs and microfinance institutions.

“I wanted to start a business to address the problem of capital and access to finance. I knew that SACCOs and microfinance play an important role for the people at the bottom of the pyramid as they enable them access to capital. But I believe that they can do better with the help of technology. That is how Zimba Technologies came about,” explained Isaac Were, Zimba Technologies Founder and CEO.

Zimba Technologies has developed an end-to-end solution that allows institutions to handle all their operations from managing clients and their data, loans, and deposits, and keeping track of all their books. In addition, they have also developed a mobile app specifically for the end-users that allows them to have access to their financial information, view their statements, and apply for loans. They also have a blockchain-based wallet that handles all the cashless transactions.

Launched in November 2023, Zimba Technologies currently has seventeen institutions that are using the platform, and serve over 80,000 end-users.

PostBank Uganda has secured the Finance Team of the Year accolade at the Institute of Certified Public Accountants of Uganda (ICPAU) awards. The bank’s team was recognized for playing a critical role in the transformation of the bank over the past 4 years, delivering a transformed integrated report for the entity that resulted in several recognitions at the ICPAU Financial Reporting Awards, and their commitment to professionalism through sponsoring team members to pursue the Certified Public Accountants (CPA) course.

The bank’s Chief Finance Officer, CPA Peter Ssenyange said the win reflects the team’s commitment to championing the department and overall bank strategy that aligns with the bank’s pillars like teamwork, integrity, innovation, and passion.

“About 4 years ago, I trusted that if we built the PostBank finance team around a competent leadership team and specific skillsets relevant to the bank’s goals infused with a non-compromising performance culture, we will still be ordinary people but with extraordinary results,” explained Ssenyange.

Ssenyange added, “With the right talent onboard, we have been able to achieve some of the strategies we put in place over the years, which have enabled us to serve both our internal and external stakeholders while upholding our commitment to foster the prosperity of Ugandans through our service, and I commend the team and the bank’s leadership for their confidence and unwavering support from time to time.”

The Registrar General and Executive Director of the Uganda Registration Services Bureau (URSB), Mercy Kainobwisho, who served as the Chief Guest at the awards ceremony stressed the significance of paying attention to the community and the environment. “Building stronger communities requires a sense of purpose, a sense of self-discipline, a sense of respect for humanity, a sense of respect for animals, a sense of respect for water resources, and a sense of respect for land resources,” said Kainobwisho at the award ceremony at Imperial Resort Beach Hotel in Entebbe.

Kainobwisho encouraged respect for people’s time, a sense of purpose, development of self and the people around us to contribute to a greater good for the nation and the world, as well as social connectedness and involvement in the lives of others.

The ICPAU Awards celebrate individuals and entities that are greatly contributing to the accountancy profession in Uganda.

The awards were held at the 29th ICPAU Annual Seminar under the theme “Driving Sustainability and Trust”, with focus on Environmental Social Governance (ESG).

Some of Africa’s brightest minds in technology will be rewarded at the second annual Technology Information Confederation Africa (TICON Africa) Conference 2024, to be held in the Kenyan coastal city of Mombasa between 25 and 27 September, hosted by the ICT Association of Kenya (ICTAK).

TICON Africa Awards celebrate outstanding industry professionals and tech innovators who have boosted their country’s and Africa’s ICT industry, making contributions that have progressed technology and communication sectors in Africa —and created new opportunities for its people.

Dr. Jannie Zaaiman, Secretary General of TICON Africa, says the awards will be bestowed on Africa’s leading ICT minds at a time when the industry is undergoing rapid change with the advent of new technology such as artificial intelligence and machine learning.

“The ever-changing landscape of technology is a key aspect of what will be navigated at our conference, so it makes perfect sense to reward those who are already excelling in advancing ICT for our beautiful continent and its people,” said Dr. Zaaiman in a press statement.

Awards will be granted in the categories of, ICT Young Professional of the Year, ICT Professional of the Year, and Tech Business Leader of the Year. “Through these awards, we also hope to encourage more innovation in the sector,” says Dr. Zaaiman.

He explains that rewarding young people who show exceptional enthusiasm for the ICT sector and have spent time learning is of particular importance. The ICT Young Professional will be awarded to people under 30 years old and employed in the ICT sector. They will have actively pursued at least 30 hours of learning new knowledge a year over the last 2 years and are currently employed in an ICT role or managing an ICT team or project of note.

The ICT Professional of the Year award will go to someone conscious of the latest developments in their field, who displays the highest standards of professional ethics and has made a significant contribution to the profession. Dr. Zaaiman says, “They use their technical knowledge to be a positive role model in their country and influence the workplace to the highest standards, professionally and ethically”.

The ICT Africa Tech Business Leader of the Year on the other hand will be awarded to someone who has demonstrated exceptional leadership in the field of ICT across at least three African countries. “They use their technical knowledge to be a positive role model in not only their own countries but also the countries they operate in, demonstrating the highest professional and ethical standards,” says Dr. Zaaiman.

The awards are open to all ICT professionals currently working in TICON Africa member countries, which are Ghana, South Africa, Botswana, Malawi, Kenya, Zimbabwe, Ethiopia, Zambia, Rwanda, Uganda, and Lesotho and meet the specific entry requirements for each award.

All nominated candidates must have work or industry contributions completed during 2023/2024.

Nominations (nomination form) close on August 30th, 2024. “If you have seen a bright star among your colleagues, we encourage you to nominate them for this prestigious award,” urged Dr. Zaaiman.

Winners will be announced at the TICON Africa Conference in Mombasa, Kenya.
